I have tried a high pressured water hose.  no luck.    Is it concrete?  It is kinda thick and very hard to remove.   I was able to scratch a little off with my finger nail but at that rate it would take 50 years to remove it all.    

 
Yeah.  Highest pressure without taking paint off. 
It might need sustained pressure for a bit. Honestly, it looks like the dirt we get on cars from dirt roads here in south Florida, but that stuff washes off without too much trouble. May want to try soap if you haven't, sometimes it'll knock stuff loose.

Where are you located?   Earlier this year, in Cincinnati, I75South, a truck spilled Lime all over the highway causing many people to have this stuff on the cars.  Couldn't get it off.

Oklahoma.      I had a buddy on Facebook who said get vinegar, dish soap, and warm water...mix them in a sprayer and it will dissolve the concrete or whatever it is making it easier to remove.   Apparently from the article you linked they were told to use vinegar as well.

 
Lime is basic, and vinegar is acid. You could end up making an IED.

Just kidding, the mild acid will help break up the minerals in whatever it is (concrete, lime, mud)

 
Vinegar and Dawn 90% vinegar to 10% Dawn ratio.

Put in a cheap sprayer.   Soaked areas.   Used an old gift card to remove larger chunks.  

Worked like a charm.    Hope this helps someone.
