That was not even close to the type of situation where that is warranted - shouldn't even have been considered. Progress being stopped is called for saving a QB from injury, 5 players pushing a WR back 3 yards, etc... Not when a RB is leaning FORWARD, reaching for the goal line.
And why and when did they rule it "progress being stopped"? Only after replay showed the whistle had been blown AFTER he crossed. It was clearly to cover the mistake.

The NCAA recently announced that it will not count the Holiday Bowl as a 10th win for NC State, though the Wolfpack were not allowed to play due to COVID-19 complications surrounding UCLA’s football program. NC State coach Dave Doeren, who has been outspoken about his feelings on the handling of the whole situation, could not care less what the NCAA thinks.
He spoke with the media Wednesday night as his team arrived back in Raleigh and had a blistering response to the NCAA’s refusal to count the game.
“The NCAA stands for ‘No Clue At All’ in my opinion so I don’t really care what they say about it,” Doeren said. “For our guys, like I said we took a roster of guys down there and had zero COVID issues. Practiced everyday. Did everything right and didn’t get a chance to play the game. As far as I’m concerned we did beat them. They couldn’t even get to the field. You can say whatever you want but if you look at the College Football Playoff definition, what’s going to happen if that happens in one of their games? That team’s forfeiting. So I feel like we’re following the same guidelines that those ballgames are going to follow.”
Doeren also said that he felt “back-stabbed” by the way UCLA handled the cancellations.
“Not playing the game hurt,” Doeren said. “But not playing because the team we’re playing didn’t tell us what was going on and backed out right before the kick hurt worse. If we would have known they were having all these issues and hey this may happen and give us a chance to find an opponent, then that’s just what it is. It wasn’t handled like that. It hurts we didn’t play. It hurts more that we kind of felt like we got stabbed in the back on that deal. To be that far from home — our kids not able to be with their families on Christmas and then lose a game because a team doesn’t want to do things right. It’s tough, you know? Our guys handled it about as best they could. Everyone was upset, including me. I told them, there’s some things in life that aren’t fair.”
