Shooter was apparently an 18 yr old German of Iranian descent, who was receiving psychiatric treatment.
He was apparently obsessed with mass shootings, and specifically American school shootings.
The police have found no connections to ISIS
The German police hypothesize that he was inspired by Anders Breivik who shot and killed about seventy students precisely five years ago (he also set off a bomb, killing 7 more)
The wound to the shooters head appears self inflicted

I think it goes beyond that - we need to do something to keep them from hurting themselves and others.
Many cannot be trusted to stay on their meds without supervision.

Legalize and tax marijuana. Divert the funds from prisons to mental hospitals. Let the people decide if they want to spend tax money on preventing mass shootings, or live with the alternative.

So many people just want to kill other people. Sad to say but maybe we need another big war to clear out some of these idiots. How long before North Korea starts acting up?
I know I'm safe in the USA but I hate hearing about this bad stuff happening in Europe.

What do you call it? You suggest that people need to be monitored to make sure they stay on their meds. Maybe technology will find an answer. My daughter has diabetes and her insulin pump/blue glucose monitor can link to her phone. Maybe there becomes a time when medication levels can be monitored digitally?

Born and raised in Germany, but often the second generation is more radical than their immigrant parents and then the third generation assimilates - I saw a study somewhere - I'll try to find it.
We are the Borg - resistance is futile (said it before anyone else got the chance).

Until they hurt themselves or someone else they still have rights. It's not an easy problem to solve.

We tried that. Liberals screamed jumped up and down and held their breath so RayGun closed all the mental institutions and then liberals screamed jumped up and down and held their breath. Never ending cycle with "those people".

Clearly, they cannot function on their own, but maybe some kind of halfway house arrangement? The problem is that they would have to be assigned there by some kind of competency hearing. Then who goes? The bipolar? The autistic? The severe ADHD types? Where is the line drawn?
And who pays?

This is where we establish mental health guidelines. People aren't put on certain meds for the fun of it. It's deemed necessary by Dr. At that point it, doesn't become a choice of the patient any longer.
I fully understand that this is an extreme measure. As mentioned the other options are to live with the consequences of mass murders happening. We will never rid the world of radical ideology, mental illness, or guns. Some one, at some point, will lose some thing.

How do we establish those guidelines? Seems like we'd need medical opinions backed by judicial rulings. It makes it a crime to have a mental illness.

Not really. That would mean that we should incarcerate a person based solely on mental illness. The crime would be failure to take medication that would allow you to interact with society with causing harm to yourself or others.

The government forcing people to take medications or be locked up is kind of scary. I don't trust our government that much.

Every U.S. state already has involuntary commitment laws. The standard to commit a person isn't the failure to take medication, but rather the second point you raised -- whether the individual poses an imminent threat to themselves or the public.

Sorry, there was a typo in my original statement. Mental illness does NOT mean we incarcerate. The failure to take/stay on meds would be the crime. Sorry for the confusion.
How do you determine an imminent threat to themselves or the public? This brings us back to finding ways to protect ourselves, or go about our lives knowing that we could be a victim. Odds are against it and are definitely stacked in our favor that it won't happen. Same as flying on a plane.

Perhaps, but it's a difficult balance between protecting the public vs. protecting an individual from being held against their will. What standard would you suggest?

It took me reading it three times to figure that out! If a person cannot control his own behavior and he has a mental illness that potentially makes him a threat to the safety of others, then that person needs strict supervision and possibly confinement. The problem becomes how to decide that, as we are getting into depriving freedom before a crime is committed here. I'm not 100% comfortable with that.

He apparently used a picture of Breivik as his WhatApp profile picture, so I'm guessing that's what the "obvious link" that guy was talking about is.
Sounds especially ####ed up and weird. He apparently used a pretty girl's Facebook account to send targeted invites to young 1st and 2nd generation immigrant men to have them show up at that McDonalds. Most of the dead were under 21 and the BBC identified them as immigrants; 3 Kosovans, 3 Turks, and 1 Greek.
Illegally acquired gun, serial number filed off.
