ESPN's Chris Mortensen reports the 49ers and free agent Alex Smith are "in the process of finalizing a deal" that will pay the quarterback roughly $8 million per season.
The two sides are still firming guaranteed money, though the initial numbers suggest the 49ers haven't budged since their take-it-or-leave-it offer of $24 million over three years. Smith lost all leverage once the Dolphins signed David Garrard to compete for their starting job.

Especially the bolded. Ho hum is right about this signing. But I agree Kaepernick did not look good last year. He was a rookie, limited camp, and so on and so forth. Plenty of reasons to excuse how lousy he looked but the bottom line is he didn't look good. If Harbaugh went with him this season I'd believe he was ready. But I agree this indicates he's still a ways from the starting job (if he ever wins it).
