What is wrong with this exactly?
One of the objectives of the original plan was to help fight obesity by discouraging consumption of high calorie sugary drinks. Minorities consume more of those than do white people, so the minorities would be disproportionately helped by the tax. White people can't have any of that. 

Or something like that.

Everything from the tax to not realizing it would be regressive and then slapping a tax on something that has nothing to do with the tax's original objective? 

Does this even pass a rational basis test constitutionally? I wonder.

Very little in Seattle has a rational basis.
