Duke was the best offensive player on CLE last year and he's been uninvolved this year. It's kind of stupid. 

That's Haley for ya. Never got what the fuss about him was. I remember Steelers fans even with Big Ben's success were complain about his playcalling and saying they were doing well in spite of him.

The reason Johnson is not in the game plan is because there is no way the 'Rod' can successfully dump off passes to him without getting him killed. Once baker is in, Johnson will see time and produce.
