Why were the Giants able to pick up Madison and the Rams pick up Glover before then. I was talking to my buddy last night and he asked me this and I was speechless, which usually doesn't happen. So why if Fa didn't start til Sat. morning did the Giants and the Rams already make pick ups.

I think you can sign players that are cut before FA starts since they do not belong to a team at that point.More Info

For restricted free agents, from March 11 to April 21; for unrestricted free agents and transition players, from March 11 to July 22 (or the first scheduled day of the first NFL training camp, whichever is later); and for franchise players, from March 11 through the 10th week of the season (Nov. 14).

Those guys were cut by their teams so they were already free agents. The "start of free agency" refers to players who were under contract through the end of last year. Basically they pushed back the date when contracts exired, and the date when teams had to be under the salary cap (which usually prompts a number of additional cuts putting even more players on the market). Also, a number of teams usually aren't in a position to sign players who have already been cut until they make their last minute cap-cuts so they don't make deals until the "first day of free agency"

 
Players that had contracts and were not released, by rule, only become free agents at the start of the following NFL year (which is the date that has changed several times this past week). The best way to describe this grouping of players would be "pending free agents."

Players that were released no longer have contracts and do not have to wait for their contracts to run out and are free to sign with any team at any time.

Both sets of players are technically free agents, but only those 100% free and clear (ie released) could sign with another team for the brief period of time from getting cut until the new NFL calendar year started.
