Rhodes has been listed as questionable for a few weeks, and has obviously played, so it's probably Dungy just playing the injury listing game again.

I'd wait to see if either/both practice.

That sounds strangely worded, as "and is expected to play" would imply that he practiced, while "but is expected to play" would imply that he didn't. In either case, I haven't found any news to confirm or dispute it.
