Computer runs great in Safe Mode. Now what? (1 Viewer)

Trying to fix a friends computer. The CPU runs over 90%, he said it was running great. They went out of town, came back last Monday and it was running like ####. Slow as hell. He said he noticed the power went out for a bit while they were gone. I installed the latest Windows critical update, still no go.

Started it in safe mode and the CPU barely runs. When the CPU was pegging, the "System" process was running over 50% al the time.

I'm in over my head a bit here, help?

Windows 10 did in a co-worker's computer.  If it's Windows based, never install an update.
