Depends on how good the rest of the team is. If I have pro-bowl WR's, I'll take Montana.If the QB has to make things happen on his own, I'll take Elway.
Really- you wouldn't take the pre Rice 2 time Super Bowl winning Montana who had avg WR's or even the KC Montana who in two years with Pat Cash as his best receiving option led KC to two late game comebacks in playoff games (including a last play of game td to tie Pitts) and outdueled Elway by leading KC to a td with a few seconds left in what many consider the greatest Monday night game either?Montana led Notre Dame to some of the greatest late game comebacks in college football history (there's even an inspiration video of one of his comebacks that they still show), he led his highschool team to a state title with a last minute drive, and he led multiple NFL teams with good to great receivng talent to some of the most memorable comebacks ever. The guy just had and could do it all when the game was on the line.

In 1981, Montana had Dwight Clark = 2x pro-bowler, 1x all-pro. Charlie Young = 3x pro-bowler, 1x all-pro. \In 1984, he had Clark again, but also Roger Craig = 4x pro-bowler, 1x all-pro. Russ Francis = 2x pro-bowler. In KC, he had Marcus Allen (6x pro-bowler, 2x all-pro), and Kimble Anders (3x pro-bowler).Two backs, outside of Elway on the '86 SB team - the one where Elway took the Broncos 98 yards in 5 minutes for the game tying TD on the road, made a total of three pro-bowls - Sammy Winder 2x, and Steve Watson 1x. Oh...one more thing - that Monday night game - those 94 Broncos were ranked 28th (out of 28) in passing yards allowed and 27th in TD's. I'm not sure that beating up on a terrible defense qualifies as "outdueling".
