We always have done the winner of the Toliet Bowl (bottom 6) compete for the 1.1 rookie pick. Everyone loved it and then started to fade as they thought the 1 or 2 seed (the teams that just missed the playoffs would always win) and the bad bad teams never got better, (which wasn't always the case)

Anyways this past year we voted to just give a small prize amount winner to the Toliet Bowl winner.

The worst team traded his 1st (easily will be the 1.1 or 1.2 pick) to a guy whose currently 1-3, This week he leaves 4 BYE week players in his roster vs a team that had to start Lamar Miller and other scrubs because of bye problems himself. A game he could have won.

So now after 5 weeks he'll own the 1.1 and 1.2 and still has a chance at the prize money

What are some ways around this?

 
First, make a rule that says everyone has to make a good-faith effort to win every game. Starting players on byes, with few exceptions (e.g. Short benches and no chance to add a replacement), does not represent such a good-faith effort. Charge cash penalties for anyone who violates the rules, kick people out of the league with no refund after 3 violations.

Second, for teams that miss the playoffs, award draft picks based on potential points, not record. Potential points = how many points you would score if you started your best possible lineup every week. This method removes any incentive to tank, as literally the only way to improve your draft position is to cut/trade your best players, which is counterproductive.

Third, get rid of cash prizes for sucking. Incentives are funny things- if you offer incentives for certain behavior, people will behave that way. If you have incentives for sucking, people will suck on purpose. That's not their problem, it's your problem for incentivizing that behavior.

Our league used to do a toilet bowl, too, but we cut it for the same reason. Every year, a juggernaut would catch crappy head-to-head luck, miss the playoffs, and get the #1 overall on an already stacked team. At the same time, we still wanted to give some consolation prize to those great teams that got hosed by bad luck, so we kept the toilet bowl, but now teams are playing for a bonus pick. We added an extra pick to the end of the 1st round, and the winner of the toilet bowl gets that pick. Not quite so unbalancing, but still a nice little reward.
