I don't think this has been done before, so I figured I throw it out there. Missing for options are folks like New Kids On The Block; Clint Black/Tanya Tucker/Travis Tritt/The Judds; Miami Soundmachine; and Blues Brothers/ZZ Top/James Brown. I'm guessing those would not have gotten a lot of votes . . .

 
I remember watching the Superbowl when the Who were playing and my then 4yo son asked, "Daddy, why are so many people watching those guys sing badly?"

 
Musically, I'd voted for Prince slightly over U2 - he sounded awesome that night plus I loved the performance of Purple Rain during the driving rainstorm.

Visually, you have to give props to Britney Spears, who was at her absolute hotness apex during that Super Bowl performance.

 
THE WHO!

Yes, the music.

Yes, because they played when the Saints won the Super Bowl.

BUT: also because they may have affected a Super Bowl itself.

Someone else could probably tell this story better, but supposedly because they played so damn long the Saints got to prepare longer for the second half and that included the time necessary to discuss, debate and agree on and plan the ambush 2nd half opening onside kick, one of the greatest plays in Super Bowl history. Payton somewhere may have said that The Who got him so charged up he was ready to try it.

Also, the extra long performance meant that Peyton Manning had even longer time to wait before he saw the field; he grew cold, the team grew cold, the frustration mounted. I forget how long the delay was between Peyton being on the field but The Who added some decent amount of time to that.

 
Never a fan of his music, but Prince rocked the house (god I can't believe I just wrote that).

U2 would be second... but can't wait for Metallica (maybe another 15-20 years based on recent selections).

 
I can't believe Up With People is not an option! Pete Rozelle is voicing his disapointment as we speak.
First thing I thought of. ;)
I'm guessing most of the folks on the message boards weren't even born for the Up With People performances.
Back when full turtlenecks were cool. Wait ...no, they weren't cool then either. And as a youngster, still hanging onto army men and rock'em sock'em robots, I thought Up With People were as uncool as the opeara singers on Ed Sulivan.
 
It will get no love because it contains quite a few faux-pa musical things to love, but Nsync, Aerosmith, Britney, Nelly, and Mary J Blige was the shiiiiiit and easily the most memorable, the most exciting, and just plain BEST Halftime performance since the Halftime performance became a big deal.

Just musically, it covered so many of the biggest genres and acts of the time. The stage was badass. Both Nsync and Aerosmith got their own set, and then did an awesome jam of Walk This Way with the other aforementioned artists.

And it was RELEVANT. Granted, Janet Jackson & Justin Timberlake ruined that for about a decade, instead ushering in a Hall of Fame tour of old dudes that frankly nobody wants to see any more. The Super Bowl halftime show should be relevant, popular music of TODAY, and should include multiple artists that appeal to a wide variety of people.

It'll never get the love due to the popness of it all, but it should. I'm not sure of the average age of the boards here, but I bet theres a decent chance alot of you never even saw it:
