No because Luck is a sure Pro Bowl caliber QB. RGIII also has had some concussion issues but he has all the skills as a passer and he has to be one of the two or three fastest QBs the NFL has ever seen. He ran the 400m in HS at 46.9 seconds, that is impressive.
