Certainly not. I would assume that someone on the ground screwed up.
I'm sure all AA batteries were up and scanning, given that this was 4 hours after Iran launched their Scud-style missiles at the two Iraqi air bases and inbound US counter-strikes could have been expected.
Their AA system is somewhat more informal than one would expect. Two groups (normal anti-air forces, and the Iran Revolutionary Guard perhaps) have these kind of missiles (SA-15). Soviet made. So who's in charge and what info is being passed up the chain might be a bit hinky.
Anyway, someone saw something and thought they needed to shoot. If they hit the switch by mistake, I would think they would turn off the guidance radar ASAP to prevent a hit, so I'm guessing they meant to hit it. Probably shot two missiles, one shortly after the other, to increase probability of kill. I believe that is doctrine.
