What is Chris Simms' Current fantasy value?

Chris Simms, a solid commodity this time a year ago, has fallen hard. Now he's No. 3 on the depth chart in Tampa Bay, with coach Jon Gruden trying to coax Jake Plummer out of retirement to potentially push Simms even deeper into irrelevance. Seems like a great buy low opportunity, if this guy actually has anything left. Does he?

 
Did he ever get started?? I know this is a typical "slap in the face" FBG answer, but Simms has done very little in the near term.

His positives:

** In '05, posted a respectable 10-7 TD/INT ratio, 61% completion % and 81 QB rating playing the "don't mess it up" position in the Bucs offense. His starting record was 6-4.

His negatives:

** Followed his '05 campaign with a major stinker. 1-7 TD/INT ratio, 46 QB rating and 0-3 record.

** Has never averaged more than 200 yards/game in a season.

Simms obviously has the pedigree and measurables to succeed. Unfortunately, I just do not think all the ducks will ever align for him.
