What tank is that?  The one where he was rated the 2nd worst ILB per ProFootballFocus' ratings? 

Dig the guy and have dug his game but he's lost a lot.

Let's presume they do this, and as a result, Barron is reclassified as a LB by fantasy football sites.

What does that do to his FF value?  He was a solid DB2 when he was getting LB numbers out of position last year, and his total FP production in a balanced league would have ranked him similarly if he'd been a LB in 2015.  On the down side, though, he was short on "big plays" and tackle dependent for most of his stats.

Would you expect his value to go down, up or stay the same as a LB?

I would expect his value to go down if he is reclassified as a LB.  The advantage he had being classified as a DB while playing LB is that his consistency went up which is the biggest negative for the DB position. 

However, as a LB he would be "just a guy" and mostly positional depth or bye week filler.
