Yes. Very Very much so. This guy should be applauded for keeping guys in check and looking out for the integrity of the league. You would rather be in a league where players start Bye week players than a guy who is trying to make sure the league is fair? Damn, dude.

I did this once in 2009. Eagles defense playing on a Monday night, last regular season game (for fantasy), and the brackets were almost set. I was able to manipulate my bracket placement since the difference was only a couple of points (the win-loss records were already locked up). I evaluated the brackets, and chose one over the other... and sat the Eagles defense.
I was knocked out in the first round, but would have won the championship had I not benched my last roster spot. I still kick myself in the butt to this day over it.

How about notifying guys that they should make waiver wire moves instead of continuing to roster guys who are hurt or not productive? Is that part of the commissioners duties as well? Because the failure of some of these guys to actively play the wire absolutely impacts the integrity of the league as well, as players they don’t pick up fall to other owners.

Might be jumping the gun on who has bye players in their line-up. I have a habit of setting my line-up on Tuesday and adjusting if necessary. I have other owners who religiously set their line-up around noon on Sunday. I think they don't want to show their hand (which is vastly over-rated).
But if you do have teams that leave players on bye in their line-up, you have bigger problems. How much attention can they be giving to the rest of their line-up? I think you replace the chronic offenders and skip the notifications.

Habs, that sounds like a NEXT year solution for a THIS year problem. Got to take care of business for the current season that folks have invested a lot of time, effort, and money (?) in.

Fair but in my experience you can't prod and cajole people into caring sufficiently if they don't. I used to be a very busy commish and now I am not and the solution was removing people who are not engaged and replacing them with people who are.

I don’t make a habit of it as commish but this past week I noticed a guy had Swift (O) and Brady ( :X ) in with Tyreek and Mahomes still on his bench. He’s a good manager but I figure between playing 7 leagues and working a ton of third shift hours...

My general rule of thumb is we’re adults and in the long run stuff evens out. I can count on one hand the number of times our managers have started a guy on a bye in the last ten years. Low turnover and every year I commend them for taking pride in battling all the way through.
GTD injury zeroes are more common and stuff happens. Every year. NBD. It’s a 12 x $100 league of fraternity buddies, nobody is going to lose their minds bc someone made fam a w/e priority.

I figured I would go back to your OP. It's obvious by the replies most everyone here is siding with the busybody. So, to answer your original questions...
How would you handle this? I would make sure my lineup was submitted without holes
Not invite the guy back next year? Promote him to commish for a better league next year

I would hesitate to call those type of owners, "often good leaguemates" as that clearly isn't true.

The leagues i played in , rules were put in so owners cant start players on bye weeks or listed as IR or OUT .
for players that were listed were OUT , they had to be on the Wednesday's injury report for Thursdays games and Fridays injury report for weekend games so not to penalize owners if a player got changed at the last minute as not every owner is 24/7 or follows it every day .
The penalties start off with a warning , then fines , if an owner gets 3 illegal lineups in the regular season they can be removed
the leagues that i was the commissioner , i didn't email or post when i saw illegal lineups as every owner knew the rules and their responsibilities and i didn't want to make extra work for myself and didn't want any owner to accuse of me bias if i missed a violation and didn't give a warning

The mental gymnastics by the OP to avoid admitting he was wrong, the slippery slope stuff...it’s a bad look. Makes me wonder if he was one of the owners reminded about his lineup, or if he’s the commish everyone is saying needs to be doing a better job. This is just pure, obtuse stubbornness at this point.
