I guess the objective is to make money rather than relieve traffic congestion. IMO, if the room is there to add another lane, then just add another lane for everybody.They do this in Dallas. None of it is on my commute, but it's generally hated by everyone. I mean everyone.
Primary reason for the hate is the price of it goes up when the traffic is bad rather than going down to help drive people to the nearly vacant lanes.

I-4 in Orlando just started a multi- year construction project to add these types of toll lanes, so it's headed your way.
