Fair Tax!
You have 3 tee times all back to back. Group of 9 or 10 playing together. Golf course only allows groups of 2 3 or 4 to play together per hole.

Group has significant money stakes on the outing and as a result all of the players, either 9 or 10, want to play together at some point on the course. 

How do you rotate the groups over 18 holes to make that work. I can do it with 8 players. Just pair everyone up create two foresomes and then switch the foresomes every 6 holes. Now do something similar with 9 players. Then 10 players.

Anyone done something like this?

 
Interesting.  I didn't think of it that way because golf course etiquette doesn't lend to breaking up that much so I was always trying to keep as close to pairs as I could get so that we aren't moving bags off of carts too much. But that could work.

You're going to jam the whole freaking course up every time the group in front has to wait for the guys behind to catch up so they can switch playing partners.  10 of you will be sitting on the tee box with no one playing.  Fun for you, I am sure, but not for the poor schmucks who had to tee off behind your group.
