at least in this case i think he doesn't want to charge headlong in to 3 guys, foul out and potentially miss the shot when he has an open Haslem 8 feet away.

Garnett was at the top of the key, somebody else was under the hoop and he was being well guarded. They completely sold out on him not getting to the basket.
