It was put in for player and equipment safety. It took years for rim/basket technology to catch up to power dunks and power dunkers. Schools didn't want Jerome Lane situations breaking out every week on campuses across the country.That "no pregame dunk" rule is some Wooden-esque bull####.

5. 10-second backcourt clock will not reset after a timeout
6. Class B technical foul for delay of game violations, like breaking timeout huddles late or taking too long to substitute after a player fouls out
Like a lot of these. The 30-second clock will speed up halfcourt possessions and reduce endgame fouling. No one is going to miss that 5th timeout. Would have preferred a complete removal of timeouts while the ball is in play, but restricting it to players is an improvement and will make the game easier to officiate. Adding the one-shot technical increases the chances of enforcing the delay of game stuff - two shots and the ball might be too steep a penalty for some refs to pull the trigger, but would whistle a one-shot penalty.
Not much specifics on the physicality rules changes. Requests to enforce a lot of the freedom of movement rules installed two years ago, like reducing contact on perimeter players and forcing screeners to hold still. The most noticable rule change if adopted would be moving the charge/block arc out to 4 feet from basket to reduce basket collisions.

Agreed. They took it out in the mid-90's and it was terrible. Reinstated after a couple of years. Unsure why they would try to take it out again...I like the five second closely guarded rule - sure it's called infrequently, but it rewards bulldog defense and forces the offense to do something with the ball.
I also don't see how the game is better without it.

It would lead to longer games with more free throws, teams attacking the basket more aggressively to draw cheap fouls rather than moving the ball, and a decline in "Havoc" type defenses that lead to up-tempo games because they're not worth the foul risk. None of that would be more fun to watch.
