Sounds pretty close like flan to me. Flan is a custard and a traditional Mexican dessert and has cinnamon and nutmeg.  Although it isn't frozen.

I've had rum and raisin ice cream with cinnamon in it.  It defintely had a frozen custard texture to it. Could be that? In fact--now that I think of it--I think the rum and raisin that I had was more of a gelato--which is definitely closer to the texture of a frozen custard.
