Need help unlocking iPhone 6 plus from AT&T (1 Viewer)

Bought this from a friend who decided he preferred android and wasn't using it.

When I looked into submitting an unlock request through AT&T, it asked for account information, last 4 of s.s. etc...

Since I don't have an account or the personal information I was unable to proceed.

Can I take the phone to an AT&T store nearby and get any assistance or what steps do I need to follow to get this thing factory unlocked ?

Any attempt to search for help always leads me to some website claiming to offer unlocking for money, usually around $50. I thought new FCC regulation mandated carriers unlock phones that aren't under contract or haven't been reported lost or stolen.

I talked to Apple support and they said the IMEI was carrier locked and I should proceed through AT&T

Any help is greatly appreciated.

Let's assume for the sake of this inquiry that I am not able to obtain that information. The person I bought it from is more of an acquaintance than a friend.
