Is this really being considered??

It has to be one of the dumbest things I've ever heard

You know what's really boring?  A blowout

I'd like to suggest that any team that's losing by more than 20 points at the start of the 4th quarter be given 10 points.  To make it more exciting, you see.

Incorporate the rock and jock type 30 point play.

ETA: I don't remember the football rules but the basketball game was fun.
