"Hulk and Fred" sounds like a really bad summer replacement series on ABC circa 1979.

Probably something about two mismatched cops.
"Ten Speed and Brown Shoe" debuted on ABC in 1980. It featured Ben Vereen as a wisecracking former criminal and Jeff Goldblum as an uptight account turned detective who teamed to solve crimes. Though they were private eyes, not cops.

I don't know how you would evaluate something like that.

Financially?

World Wide Recognition?

Success at club level?

Success at international level?

Soccer is obviously huge in Germany as it is in many countries. Is that really even a question?
