Essentially anyone can host their own show (with video or without). Anyone can watch, people can type in questions or just watch or even try and call in and whoever is running the show can decide who can get in. It's linked to your Twitter account if you want to log in and participate or you can just watch without logging in at all. For whatever reason, I couldn't get it working on Firefox but works just fine on Chrome.
It's kind of a fascinating idea although I can see it devolving into some nonsense as well as it grows in popularity. Right now I'm watching "Questions I always Wanted To Ask an Australian" for whatever reason. I could certainly see it being put to use by some FFA users here.
