There's a big difference between "you have to account for campaign expenditures" and "you have to tell us in advance how you are going to allocate all that money."

They know they're going to get theirs and it makes no sense to announce to everyone how you're allocating that money. Sounds like a pretty clear case of proprietary info.

DNC stands for Democratic National Committee. It helps not only the Presidential Race but House and Senate races. Pretty sure it helps Governor's race, but not sure. So it helps a lot more than just Hillary.

Ok I'm gonna say because they can't collect the funds in that manner (legally, ethically, practically) and in order to do it that way because they're using state apparatuses and committees the national campaign had to promise they would give them a fair share of the proceeds.

How are these people appointed to the DNC? The DNC is composed of the chairs and vice-chairs of each state Democratic Party committee and over 200 members elected by Democrats in all 50 states and the territories. So they are the establishment of the Party.

The DNC is composed of the chairs and vice-chairs of each state Democratic Party committee and over 200 members elected by Democrats in all 50 states and the territories. Its chairperson is elected by the committee. It conducts fundraising to support its activities.
