WIS XVII: Long Balls, Boy Bands, and Booming Economies
Theme: 1990-1999 Era, $110m salary cap.

PLAYER DRAFT
a) Player draft order will be serpentine (1-24 odd rounds, 24-1 even rounds). Order will be determined by dice roll.
b) Drafted players' seasons may range from 1990 through 1999, inclusive.
c) Full & combined seasons only. No partial seasons.
d) American League or National League seasons only. No Federal League seasons.
STADIUM DRAFT
e) Stadium draft picks will be made simultaneous with the second-round player picks.
f) Stadiums must have been in use at some point between 1990 and 1999, inclusive.
g) Stadiums must be unique in architecture (e.g once Enron Field is selected, Minute Maid Park is off the board).
WIS LEAGUE RULES
h) $110,000,000 team salary cap will be enforced. Salary minimum is $1,000,000 per player. There is no salary maximum per player.
i) No clones.
j) DH will be used.
k) No AAA will be used
TRADES
l) No trading draft picks until the 5th round has begun. Player-for-player trades are permitted at any time during the draft and up to the WIS league trading deadline.
m) In-draft trades: Player salaries do not lock until the team is entered into WIS, so a player traded during the draft is eligible to be assigned whatever year the owner wishes.
n) Post-draft trades: Once rosters are locked into WIS, a traded player may not change year or salary.
o) Post-draft trades: Teams must maintain a position at or under the $110,000,000 salary cap for a trade to be considered valid.
DRAFT CLOCK
p) The draft clock will begin with the first pick of round 2.
q) The clock will be a 1-hour clock that runs from 9am-7pm in the poster's time zone.
r) The traditional end-of-draft "free-for-all" will cover Round 25. A specific 24-hour time period for making a selection will be determined.
