I think this is a major problem with how the NFL handles dead plays. The whistle blew, players are supposed to stop. Had Riley had hit Williams after that whistle and they rules the play dead it is a late hit. They convert at over 40%. 40% x 7 points = 2.8+ points of expected value, vs. the 2.85 points of expected value on the FG there (assuming 95% conversion rate). So it's about a tossup, as long as you ignore the fact that a failed 4th down pins the opposing team in about the least favorable field position possible. Which would be silly to ignore. Mathematically, going for it on 4th and goal from the 2 is absolutely, positively, 100% the right call in probably 95% of game situations (I.e. don't do it when trailing by 2 with 3 seconds left in the game).Bad idea to go for it on that last 4th down. It's one thing on 4th and inches or 4th down in the middle of the field like earlier in the drive, but 4th and goal from the 2 is basically a two point conversion which converts at a pretty low rate.
