Obvious answer is just rounding. I'd have to see the inputs/deductions/formulas and software to give you the exact answer.

In accounting this is what is called "immaterial" and we just shrug our shoulders and move on with our day.

Then why wouldn't it bounce back and forth between 0.31 and 0.32, for example?

# of days in the month/payperiod affecting your smallest deduction/benefit?
