I wouldn't be shying away from Holmes this week, for the weather, the opponent, or the possibility of Pitt running with a lead. Bengals have played fairly well the last couple weeks, and without a doubt are the best 1-8-1 team in the league 
This game should be competitive & the snow doesn't look bad at all. Both these teams are used to this kind of weather this time of year, and all should go as normal. Not to mention it's a division game, which are usually closer than they should be. I'm gladly starting Ward & Parker, and had to concider Holmes vs some other pretty good options.

I had holmes in all week, but with the weather being bad I'm starting K. Walter as my 3rd WR. I hope I don't regret it.

It's not that cold, it's not that windy.It's Pittsburgh in November. They're used to it.
I think I'm going with Warner and Garcia over Ben. I found this tidbit in an article on Yahoo:
Roethlisberger has done plenty against the Bengals (1-8-1) in Cincinnati, where he’s thrown 11 touchdowns and three interceptions while going 6-0. At home, though, he’s often struggled and so has Pittsburgh. Roethlisberger has been picked off eight times as the Steelers have lost two of three to the Bengals at Heinz Field.
He threw two interceptions in Pittsburgh’s 24-10 home win over Cincinnati last season, but also tossed a pair of touchdowns to Hines Ward.
