Burleson was too far back so that Jones was left uncovered - Burleson needed to be set up at the 32, not the 33.

either that, or W.Jones could have reported in as being "tackle eligible" and there wouldn't have been a penalty

If they don't change the rule, wants to prevent a team from doing the following:

Deep throw to a WR. WR then immediately snaps the ball to the nearest player who downs it (everybody else is motionless in the spot they are at). 5 yard penalty stopping the clock, kicking team goes out and kicks the FG ot win the game. Or at the very least have another attempt at a deep pass.
