the weapon was a bear. The parachute was on the bear, and the bear was trained not to jump until he had seen the hijacker successfully deploy his chute. Otherwise he would eat them and fly the plane to loss Angeles where his reign of bear terror would begin.
So Stephen Colbert was right...

He told the authorities that he would make a hostage jump so that they wouldn't rig his chute...then he didn't actually do that

he had a bomb with an altimeter. If they dipped below a certain altitude the bomb would go off. One he got off the plane, they could throw the bomb out the door, but it's might blow up people below. So they put a trained bear in a parachute so it could pull the rip cord and the bear and bomb could blow up safely above the ground .

Correct.

Getting more parachutes than he needed left the possibility he would be taking a hostage with him, which would prevent the authorities from monkeying with the chutes out of fear the hostage might be injured if they did.

You should probably warn them about the bear thing. Apparently some people have never heard of a trained bear before.
