Yes. If actuality the decision was probably made after they signed Pickett & Flacco.

I don't think Stefanski runs a Pete Carroll-esque meritocracy. The 4th & 5th round rookies will be fighting for table scraps in camp not contending for the starting job.

I think the Browns are probably hoping for a QB injury to another team so they can flip one of their QBs for a late draft pick. If that doesn't happen, I now think Flacco will probably end up the odd man out.

Seriously? What would cause "limited reps"? I can't have QBs throwing to 3rd string WRs? I can't have multiple guys throwing in parallel? I can't have half the team in the morning and the other half in the afternoon? Where does this "limit" come from? Just design a system where they all throw a ton. How hard is that?

If you think you can evaluate relatively inexperienced professional quarterbacks by watching them throw 2-4x less balls than their contemporaries to guys in t-short and shorts that will be pursuing sales jobs in a couple months, then you should put an application in the NFL.
