Right.  And there are plenty of opportunities for this same thing all over the field that guys pass up on all the time.  I cringe every time I see a WR take a reverse and get strung out of bounds way behind the LoS for a 10-15 yard loss when he could have just thrown the ball out of bounds.  The explanation for why he didn't is often because then he would get an illegal man downfield penalty since it's a running play and the O-line is pushing downfield.  But why would that stop him when illegal man downfield is 5 yards and replay the down, while just running out of bounds is a 10-15 yard loss and you lose the down.

It's not any more huge of a penalty than just running out of bounds. Same outcome. 

But more notably they're already outside the tackle box so all they have to do to avoid grounding is get it back to the LoS.

Officials threw a flag on the play, and for some insane reason the defense declined the penalty.
The penalty for Brady's double pass was 5 yards from the previous spot, replay the down. The result of the play was an 8 yard gain on 3rd & 10. So LAR had a choice of giving TB 3rd & 15 or 4th & 2. They chose 4th & 2, which was the right choice given that TB then punted.

The one-handed pickup of a spinning ball on the fly was freaking brilliant. 99.9% the P in that situation is going to fall on it to prevent a scoop n score, or get lambasted as he awkwardly bends over to pick it up. Just great instincts on the play by Dickson.

Possibly happens 50 times a game in AFL, Aussie rules football, good to see he still has it!

Although, he is definitely does not have the Max Duffy just yet

You can't complete a kick past the LOS. On the play in question, any kick that does not cross the line of scrimmage is treated the same as if it was a fumble. So the offense once recovered behind the LOS, the kicking team can try another kick, run, or pass. But once a kicker strikes the ball and it crosses the LOS, there is a change of possession (so the kicking team could not recover it).
So, let's say somebody takes a hand-off, goes 20 yards, and then punts the ball.  What's the penalty, who gets the ball, and can the defense decline? (If they decline, what's the next LOS?)

I didn't go to officiating school, but . . .

RULE 9. SCRIMMAGE KICK
SECTION 1 - KICK FROM SCRIMMAGE
ARTICLE 1. KICK ON OR BEHIND LINE OF SCRIMMAGE

For a punt, drop kick, or placekick that is kicked from beyond the line of scrimmage: Loss of 10 yards from the spot of the kick.

So in your hypothetical play, a 10 yard penalty on the kicking team would be enforced from the spot of where the ball was kicked. Assuming the kicking team needed 10 or fewer yards, if the defense accepted the penalty, the play could still result in a first down for the kicking team (20 positive yards with 10 yards marked off for the penalty). If the play didn't result in a first down (so the kicking team had more than 10 yards to gain for a first down), it would be the same down with whatever yardage left to gain for a first down.

I don't see in the rules if the penalty is mandatory or if it could be declined (and what would happen in that case). However, I'm guessing it's similar to other penalties, so if the penalty was declined, the ball would be marked where the punt was downed (or returned to) with a change of possession.

That's how I see it, but I'm not Gene Steratore.
