I was lazy and asked before I looked. Now I've looked. They have the option to sub guys who haven't played or guys that already have. Either or. You have to designate the sub player before he plays. So Im assuming you simply designate your best bench WR and RB as a sub guy each week like auto insurance. I think I like it.

Exactly. I’m in 1Sleeper league with this feature turned on. When you click on a player’s position to the left of their name, instead of just seeing the names of all the players that you can swap them in or out for, there’s a new option at the bottom to set them as a sub. You click that and then it lists the players in your starting lineup that you can set them as a sub for. Cool enough feature just not sure if it’s ever been used yet in my league in the first 3 weeks.
