My previous thought was that on each sack, the NFL counted a QB hurry (QH). However, if there is a QH, there is not necessarily a sack (of course). Similarly, if there is an INT, the player gets credited for a PD automatically. If there is a PD, there is not necessarily an INT.

Regarding INTs and PDs, I think I am correct.

However, looking at the gamebooks from preseason week #1, I saw instances where a player had 1 sack but no QH. Does this match your understanding? I thought this was not possible.

 
I thought a sack generated a sack, solo tackle and QB hit last year. Could be a glitch or a change from a "hit" to a "hurry" designation. Hopefully it's not the latter -- the QH stat had nearly as much variation as the assisted tackle and PD stats according to FO's Pro Football Prospectus last year.
