If he's starting and healthy, he's a QB1. I'd put him outside the Top 8 personally. (He certainly can perform better than that fantasy wise as he's shown)
I wouldn't drop my QB1 to get him -- but I'd certainly drop someone else to get him on my roster.

I have Rivers with Freeman as my backup, but picked up Tebow before last week as a preemptive move (thanks Bloom and Lammey). I can't believe I'm writing this, but I'm considering starting Tebow in two weeks against Miami.

While I wouldn't necessarily agree with the above list (I'd put Stafford ahead of him, and likely Romo), here is something to consider:In the 3 weeks he was a starter, in my dynasty league that is passer heavy (6pts for TDs), Tebow averaged 30.4 ppg. Of the List above, only Rogers, Cam, Brees, and Brady are higher this year.
He was that high last year with a totally different offense, so it will be interesting to see how Fox and company use him moving forward. IMO, it's in their best interest to make this a wide open spread offense, with Tebow taking many of the snaps from the gun. People can hate the guy all they want, and many of the concerns about his passing ability are legitimate, but the fact remains that the guy gets it done when he's on the field. He's been proving people wrong since high school, and I wouldn't be shocked to see him become a viable starter in almost any fantasy league.
