When a player is in control of the ball and is attempting to pass it forward, any intentional forward movement of his hand starts a forward pass.

I would argue that a shot putter has complete control of the shot put and that shot putting a ball is a forward pass

You asked how it could possibly be going forward without it being a pass and I answered accurately - it’s a push while fumbling. A “forward fumble” if you will.
The ball was clearly moving before his forward motion, ergo when he pushed it forward, by NFL definition it was an “empty hand” and thus a fumble.
