The Eagles/49ers 2nd half kick off the ball lands in the endzone and just sits there. Nobody from the eagles bothers to fall on it but the ref still calls it a touchback. I always thought the kickoffers could fall on the ball here. What's the deal with this? I remember some controversy over this rule in a playoff game a few years ago. Did they change the rule? Otherwise the 49ers got robbed of a touchdown, they would have definitely got to it.
