I've been turned down offering to buy people shots before. Nothing dramatic, just noticed and chalked it up. It's happened twice before to me, but I went out a lot. It's generally rare, but perhaps the people you were attempting to buy for weren't drinking  -- or didn't feel like starting -- or there are a myriad number of reasons to decline alcohol. Sometimes the quid pro quo of paying attention to the person buying the shots is trumped by the time they were having. It could be anything. But it wasn't too out the ordinary to have that happen, especially at a place where food was involved and not just drink. 

Now if they were hollering about Patron and how much they wanted to drink it, then you have to check your shirt for boogers on it. 

Otherwise, no big deal.

Same- pretty much a zero % chance I accept a free shot of anything.

I am guessing (and I am just spitballing here) they didn’t want unsolicited shots from a creepy, drunk guy, who they believed was hoping to turn their happy threesome into his own private foursome. 

Now I could be totally off-base here. They could have been bible study students in town on a pilgrimage. Yeah, let’s go with this—forget the whole foursome idea. Sorry I suggested that. They were definitely bible study students on a pilgrimage.......who like to hang out at the bar?  Oof, well that scenario doesn’t make sense, so I am back to square one with the creepy and the foursome.

Old people decline free shots because hangovers last for days.

48 here and shot game is as strong as ever.  I typically don't initiate it though I work with a bunch of millennials that like to drink and a couple of my friends that hate beer and would rather do shots. 

Softball team occasionally play 7-14-21.  Can be a brutal night if you're unlucky.

Most people of any age who drink will occasionally do a shot.  Especially if they enjoy Whiskey.

Another guy buys me shots of whiskey from time to time.  He knows I'm a dad with expenses out the wazoo and he's a single guy with no mortgage and a good job.  Nice of him.

In general I think most people think  "free" probably comes with some other engagement. If I don't think I would want to talk to you for the next 10 minutes, I'd probably decline the shot.  

This definitely would be evaluated on case by case basis, not an automatic.
