So I'll give s serious answer. I like the idea. The tech is there major corporations do this daily. Devil is always in the details but it sounds workable. However I don't think Congressmen will be more responsive until we do two things:

1) Stop gerrymandering districts I am talking to both parties here.

2) Increase the number of districts.

I got a better idea. How about everyone gets the internet and we get rid of congress and we the people vote on bills.
