I guess it depends what is on the waiver wire then, I agree you can start him over Godwin. Still having shepard on your roster is all on you. 
It's very deep shark infested league. The top waiver receivers the last month are players who still haven't seen the light of day on their teams.

 
well if he is on an IR spot it is pretty dumb to list him as one of your other options. 
you should probably read a little slower or have someone interpret for you...I obviously wasn't listing Elijah Moore, Ridley, Toney and Godwin as startable options.   

 
Why?  it was a chest injury, not legs/knees/ankles.  
Agreed.  If AJ Brown is active, he's starting for more GMs than he's not.  Plus, with covid positives popping up every day, I'm not leaving a decent option on the bench during a Thursday game.

That's how I'm thinking also. Not crazy about starting Brown first game back, but my options for 3 spots are Brown, Mooney, Gabriel Davis, Theilen, Osborn, and Treadwell. The whole group is an uncertainty even without this covid crap, so he's in if active. 

 
Everyone seems to forget back to weeks 6-8 when he went for a combined 25 catches for 279 and 2 TDs on 29 targets....while still reeling from the after effects of food poisoning. Its not like he fell off a cliff after last year, he can still be very productive and as stated above with COVID and late season injuries everywhere he is a heck of a start where desperately needed!

I see it as he has had a month now to rest, get healthy and be ready....he will win championships these next few weeks. For those that held firm and had hope, I think they get rewarded....LETS GOOO!

I know it’s a chest and not hammy etc but I wonder if he’ll be on any sort of snap count to get eased back in again? If not he seems like a smash play against Josh Norman

With how COVID is running through the league right now, he’s an easy start for me. Too much risk in waiting for Sunday guys of equal talent.

 
I have completely changed my mindset around FF this year, taking more of a "smoke 'em if you got 'em" approach.  You never know who's going to hit the Covid list tomorrow (or Saturday).  Plus, I don't have a lot of other great options (Thielen, Gabe Davis, Peoples-Jones, and Boyd).  Unless I hear something that is an absolute red flag, I'm starting him.  Worst case, Thielen plays and I have a decision to make.  But, I'd rather use Brown now than not, and be put in a position where I have no choice but to start someone like Boyd.  

 
Starting him over Gallup. Every year there’s a guy who underachieves in the regular season but explodes in the fantasy playoffs. Maybe we will get lucky.

I would not start him over either of these guys. I feel like he’s a boom/bust, what the heck flex. Wilson and Sony are both solid options with higher floors who could still go off. 

 
I'm rolling with him. As others said above, it appears he's beyond COVID worries at this point. 

I'm in a dogfight for the division (we play out the entire regular NFL season) and will lose all tiebreakers, so I cannot afford to have some of my other players COVID out on Saturday and take zeroes.

Now, with my luck, AJ Brown catches a ball for 15 yards on the first play and sits the rest of the game (hasn't that already happened this year?). I am a jinx, so proceed at your own risk.

Changed my mind, I hate playing Thursday night players. Lockett now off of Covid list and Gage has been hot 3 of the last 4 weeks.

Those Wilson floors were pretty low his two prior starts. Need 2 of diontae, ajb, tee... I'm wondering if diontae is the air... We'll see. I'm hoping we get pregame reporting on his usage tonight.

Time to start him or sit him time.

I've got 3 of these 5 and A.J. could be closer to the 4th spot, but I will probably start him for the sure thing as long as I hear and see he's back to healthy again.

Lockett, Waddle, Higgins, A.J. Brown, G Davis - actually all 5 of these are essentially mid to low WR 2's this week, and all have upside. Gotta sit 2 if I play A.J. Brown - man child.

 
I lost Godwin.  I have Tyreek in Covid Protocol, Woods on IR and only V Jefferson as my only other option.  Hope AJ comes out strong for those that start him including me.

 
One additional factor is TEN will be down their top three offensive tackles. Just hard to gauge how productive AJ will be with the amount of time he has missed. Certainly has upside but a lot of questions.

 
They need to use him like SF uses Deebo…give him 3-4 carries and see what he can do.  It’s not like they have a good rb that he’s taking carries away from.  AJ is a beast to bring down.  Get the ball in his hands, sit back and watch.  

I’m in a desperate situation due to injuries/covid like most and happy to start him with his potential upside.  The line is certainly a concern but it’s a gamble worth taking IMO.

Julio is back without an injury designation as well:

(RotoWire) Tennessee activated Brown (chest) from injured reserve ahead of Thursday's game against the 49ers, Jim Wyatt of the Titans' official site reports.

Analysis: Brown will put an end to a three-game absence as he suits up for the first time Thursday since Week 11. Meanwhile, Julio Jones (hamstring) is free of a Week 16 injury designation, meaning that the Titans -- who head into the contest with a depleted offensive line -- will at least have their top two wideouts available. The presence of Brown and Jones bolsters the offense as a whole, as well as the fantasy prospects of quarterback Ryan Tannehill.

I was feeling a lot better about playing AJB over Foreman and/or gambling on Ekeler (with Carter as my only backup) getting off the covid list... now I'm back with -jb-:

He's a welcome return to my roster. Starting him over Golladay which is a no-brainer. Hoping him and Foreman give me a nice early lead in this matchup.

He’ll immediately be back on the WR2 map if healthy enough to play; frustration over his performance this season has been more about availability as opposed to on-field performance. Just six wide receivers have averaged more yards per route run than the third-year stud among 66 players with at least 50 targets this season:

Cooper Kupp (3.08 yards per route run)

Deebo Samuel (2.82)

Deonte Harris (2.8)

Davante Adams (2.72)

Justin Jefferson (2.6)

Tyler Lockett (2.46)

Brown (2.27)

Emmanuel Moseley is the 49ers’ only cornerback ranked within PFF’s top-75 players at the position in terms of coverage grade; don’t be afraid to go back to the well with one of the league’s most electric talents when fully healthy.

 
NBC Sports Edge:

NFL Network's Cameron Wolfe reports a returning A.J. Brown (chest) is expected to receive a full workload for Thursday evening's game against the 49ers. 

That is "as long as his conditioning through the game goes well." Per Wolfe, Brown has "looked good in practice and warmups." It is impossible to argue with Wolfe's final point that the Titans' offense "desperately needed him and he’s back." Julio Jones (hamstring) is also active and the far more likely candidate to see his snaps rationed. Down to their third-string left tackle, the Titans' Week 16 offense is on a knife's edge, but Brown's volcanic upside makes him impossible to keep on benches.

Well...I'm terrible at RB, but have Deebo, Diggs and Antonio Brown in over AJ. Could make a strong case to put in AJ over Antonio, but just think Antonio has a better chance to shine this week

 
Imagine A.J. dramatically coming back from the dead to bless the teams who somehow made the playoffs despite him.   A man can dream.

 
Not feeling great about starting Brown after hearing sideline reporter asked him how he feels and he said "I won't know until that first hit"

 
I'm only alive in one playoff after making 5 of 6 and may not win this one either, but Brown just made me happy for a moment at least.

 
This is why you play your studs.  My wife was going to punch me at halftime as I kept yelling at them to stop running the ball and get the ball downfield to their best player.  Get the ball in his hands and good things will happen.  30+ pts from the Thursday night game is a GREAT start.
