Buttigieg had the Perfect caucus.How is it that Buttigieg has 47, Sanders has 111, and they each get 2 delegates?
They have a second vote after the first. Anyone who was with a candidate under 15% can move to another candidate.What does this even mean? Chaotic neutral?

yeah...gives them ability to switch later at the convention.
