My biggest takeaway from this story is it’s now 2020 and we still have fraudulent checks as a problem?  How has technology not solved this already?

It has. You've not implemented the solution (getting rid of checks, to favor direct, electronic transfer, like civilized people)

For those who don't or never have worked in a bank, someone coming in and trying to deposit large amounts via check and immediately withdrawal the funds is probably THE most common indicator of a fraud. Unless you have a history with the bank and a direct deposit account, there is no way they are handing you the cash. Despite today's technology, it still takes several days at a minimum for a paper check to clear.
