WTF!? I thought a personal foul overrides other penalties?
I really don’t understand how one team commits a 5 yard penalty and the other teams commits a 15 yard penalty and the team that commits the 15 yarder is the one that gets to decide whether to re-kick or not.

 
5 point lead is enormous.  Bills need a touchdown and a two point conversion and can't really feel comfortable no matter how little time they leave on the clock

by rule personal fouls always take precedence and are always enforced over any 5 yard penalty...so KC had the choice to let it be a replay or to enforce the 15

 
9 rushes for 22 yards for Singletary. 9 wasted downs against an opponent that scores on nearly every possession. I just don’t get it.

Umm... No.
Umm, yes.  Here are multiple former refs including Pereira weighing in on a play from a few years back that the refs incorrectly kept the clock running when a player went out backwards on his own, untouched.
