More discipline for Bengals WR Henry from NFL?

PHOENIX - Bengals wide receiver Chris Henry might be one of the first players to experience harsher penalties under the NFL's new personal conduct policy.
Commissioner Roger Goodell said Monday he will detail his plan and put it into effect before the draft, April 28 and 29.
Asked if the policy would have a retroactive component, Goodell hinted it would.
"We'll be dealing with people who've had repeated offenses," he said during a news conference at the league's annual meeting. "We'll be dealing with them pretty harshly."
Henry's four arrests since December 2005 are for marijuana possession, concealed weapons, providing alcohol to minor females and DUI.
About three dozen NFL players were arrested in 2006. The Bengals have had nine players arrested since Jan. 1, 2006.
Goodell has support from owners and the NFL Players Association for his policy. He said he has met individually or in groups with more than 50 players.
He wants to make revisions to the plan before enacting it before the draft. Goodell said he would act on several disciplinary cases before the draft to allow teams to adjust their rosters.
"I assure you it will be stronger," Goodell said. "The discipline will be stepped up."
The focus will be on repeat offenders the likes of Henry and Tennessee cornerback Adam "Pacman" Jones, Henry's college teammate at West Virginia, who has had 10 incidents in which he was interviewed by police since the 2005 draft.
In addition to tougher penalties, including the likelihood of year-long suspensions, the policy will expand educational programs - such as the rookie symposium - and make players more familiar with local laws. Goodell expects teams to further their own educational programs and indicated possible fines to teams if they don't.
"We need to be able to act before the judicial system is complete," Goodell said.
