No idea what's going on in this cop's head.  Sure, the motorcyclists aren't supposed to be in the slow lane when passing him but that's no justification for attempting to mace them.

In Texas, if you are unable to safely get out of that lane, which from the looks of traffic that would be tough, you have to reduce your speed by something like 20 MPH below the limit when passing an emergency vehicle with its lights on, IIRC. Tough to say for sure, but these riders appeared to be passing at such speeds.
