Determining draft order (1 Viewer)

I need help deciphering the NFL rules for breaking a tie for the draft order. The rules can be found on NFL.com/Standings/NFL Tiebreaking Procedures/Tie-Breaking Procedure for Selection Meeting (bottom of page).

I have four clubs with 5-9 records. They are all in the running for the #1 pick in the 2007 draft. If I understand the rules posted on NFL.com correctly, Strength of Schedule is the first tie-breaker rather than any head-to-head matchups.

Am I reading this correctly? Also, does anyone have any information on a source that specializes in these types of questions?

Thanks...

Strength of Schedule is the correct method to break ties amongst teams with the same record. If everyone plays everyone else the same number of times, this won't matter (all the same). If you play everyone once, throw out those games and just add up the records of the opponents in those extra games. I'm guessing that in a 14 week playoff setup, you have 3 divisions of 4? 11 games against everyone then 3 more in the division? If so, it comes down to which division was the worst. Add up the records of the other 3 teams in the division and you have SOS. The team in the worst division gets #1 pick. If two teams are still tied (likely) then go to head to head.HTH.
