Unless these times come from video analysis, they're meaningless. Anything hand timed is going to have a significant distribution of variance. To say that 0.02 seconds faster than 4.00 is significant or somehow humanly measurable is the height of hubris.The last wide receiver to run a sub-4.0 short shuttle at the combine was Amari Cooper in 2015 (3.98 seconds).

Jacob Harris - 6'5" and 219 pounds but set UCF's pro day ablaze with a 4.39 40 and the fastest three-cone time (6.54) in the entire draft class.

Might be the biggest freak in this draft. PFF has him graded really high as well based on his tape. He is someone I will really interested to see where he goes.
